Year 2007
Certain organisational changes took place starting from 2007. New president of the Board was appointed. The projects completed since the beginning of the year included:
- Gdansk Municipal Landfill - review and amendments to the Feasibility Study and the Application for Assistance to Cohesion Fund. Preparation of a financial model which included a prognosis of operating costs, depreciation of both the existing and planned fixed assets, revenue projection related to an investment plan, long-term price-balancing scenario enabling the company to meet its debt obligations, calculation of the financing gap and the CF co-financing rate, cost-benefit analysis and amendments to the Feasibility Study and the Application for assistance to the European Commission (Cohesion Fund).
- Co-ordination and monitoring of the project "The Grand Masters´ Residential Complex in the Middle Castle in Malbork - Palace with the West Wing continuation of works".
- Presentation for one of the Silesian coal companies regarding opportunities for obtaining financing from EU funds.
- Lviv Development Project - A DSC Consultant took part in preparing and implementing the strategy of the Lviv region. Our responsibility was to draw up the procedure of selection of tasks which support strategy implementation and trainings for local administration representatives of different tiers.

Feasibility study for A1 motorway section Stryków – Pyrzowice. The planned A1 motorway is one of the key communication routes in Poland and an important element of international road network. The corridor of planned A1 belongs to Transeuropean Transport Corridors (corridor no. VI) connecting the Scandinavian and South European countries. The scope of works covered the financial and economic part of the Feasibility Study for the section of motorway. Prepared study proved the dependence of the private investor’s rate of return upon traffic intensity, forecasted in many variants. The value of the project is approx. PLN 5 billon. The investment was designed with parameters of “A” class Road.

Preparing a Technical – economic – environmental Study for the project: Town of Kartuzy ring road alongside voivodship routes no. 211 and 228. The scope of works covered the economic, financial and multi-criteria comparative analysis of different variants of the investment task.

Economic Effectiveness Analysis of constructing section of S-74 express road: southern ring road of Opatow and double lane GP – class road no. 9 within the western ring road of Opatow. The analysis was prepared in compliance with the guidelines for economic effectiveness evaluation of roads and bridge projects – verification of the evaluation method according to EU recommendations and verification of the unit prices as of 2006. Within the study evaluation of economic effectiveness was made, as well as sensitivity and risk analysis.

Profitability analysis of the investment and identification of the best localization for the Warsaw Town Hall. The study subject to procurement included, among others: analysis of Warsaw’s needs regarding Town Hall location for more than 1,800 employees, analysis of four concepts concerning localizing the new Town Hall: preserving status quo, modernization of Warsaw’s Palace of Science and Culture, building an office building on land owned by the City, renting or purchasing office space; economic and financial analysis. The study also included recommendations regarding investment consisting of reconstruction of Saski Palace, Bruhl Palace and a historic house for the purpose of Town Hall with total office space of 27,350 m2.

Pre-feasibility study for Project: Modernization and development of water – sewage management in Dzierzoniowski Poviat. The scope of works covered pre-feasibility study of the project. While working on this task a map indicating the borders of agglomeration was prepared, as well as project of financial statements for considered institutional solutions, a sheet of potential project for the purpose of co-financing from the Cohesion Fund, detailed description of the subject of procurement, technical concept of modernization and development of water – sewage management in Dzierżoniowski Poviat and a report on contractor’s work.

Preparing an application form for co-financing from the Cohesion Fund for a Project titled: "Rearrangement of sewage management in the area of Żagań agglomeration", with all essential documents attached . The scope of works included preparing a full feasibility study and an application form. Employees of DS CONSULTING prepared the economic and financial part of the project. Within the works an active model of financial projection was build and all analysis necessary for a feasibility study were prepared, including calculations of co-financing rate, long-term pricing policy scenario, financing and implementation plan as well as risk and sensibility analysis.

Feasibility study for projects: 1) Rearrangement of water-sewage management in the spa of Sopot 2) Protection of the Gdańsk Bay waters – modernization of rainwater discharge in Sopot. The scope of works covered preparing a full feasibility study, including the application forms for Cohesion Fund within the Infrastructure and Environment Operational Programme. Project under execution.

Feasibility Study for the Project titled: "Renewal works at the Wisłoujście Fortress — a unique European fortification". The main scope of the Project was the preservation and renewal of Fosbrei Walls and Curtain Walls, integral part of Fort Carré of Wisłoujście Fortress, endangered with collapsing and building catastrophe. Feasibility study proved that continuation of the adaptive-conservation works in Wisloujscie Fortress is necessary for providing cultural functions fpr the city, region and Europe. Feasibility study consisted of three major parts: marketing analysis, evaluation of existing situation and economical analysis of the Project. The Project was prepared for co-financing from the Financial Mechanism of the European Economical Area/Norwegian Financial Mechanism. Project was recommended for co-financing.

Feasibility study for the modernization of Opera Lesna in Sopot. The aim of the Project was development of culture infrastructure by modernizing Opera Lesna in Sopot. Study proved that modernization of Opera Lesna will contribute to improvement of conditions of participation in cultural affairs organized in the object, and will therefore increase the possibility of organizing cultural events with participation of world-renowned stars. The Project, worth more than 59 mln PLN, is applying for co-financing from the Operational Program Infrastructure and Environment, Priority Axe XI “Culture and national inheritance”. The scope of works included among others.: marketing analysis (including the analysis of current and future demand), institutional analysis, technical analysis, financial, social and economical analysis of the project.

Podlaska Opera and Philharmonic Hall – European Art Centre. The Project consisted of building a new concert hall for Podlaska Opera and Philharmonic Hall - an over-regional culture infrastructure – including spatial development of its surroundings. The scope of works covered updating a feasibility study of the project.

Feasibility Study for a Project covering the modernization of playgrounds in 4 schools in Sopot and activities related to health prophylaxis (preventing obesity and faulty postures) and preventing violence and social pathologies. The aim of the Project was to create, in 2008-2010, an institutional model of prophylaxis, health promotion and preventing addictions among children and teenagers. Project was aimed at children and teenagers, especially groups disfavored due to poverty, pathological social background, disability; endangered with addictions and crime. In the long-term perspective the results of the project are intended to affect physical and mental wellbeing of population of Sopot as well as, although to minor extent, the whole Tri-City.

Patriotism of tomorrow. The Project covered organizing educational programs, social campaigns and cultural events enhancing historical awareness and knowledge of the history of polish culture, promoting civic attitude and responsibility for the state. The scope of works included preparing application form for the task for co-financing from the funds at the disposal of the Minister of Culture and National Heritage.

Market study on waste management in Poland. Within the study, current situation of Polish waste market was analyzed, taking into account its segmentation and existing competition, as well as legal framework of its operations. Particular emphasis was placed on recycling issues. Within the market study we pointed out to our Client existing trends and opportunities related to expansion of waste management market in Poland.

Loan portfolio administration – ordered by European Bank for Reconstruction and Development. The scope of works covered monitoring of the credits’ portfolio, conducting financial analysis of municipalities, preparing periodical reports and maintaining regular contacts with clients.

Task based budget in Sopot. The Project’s main goal was to define tasks that are executed in different areas of Municipality’s operation, as well as defining the scope of these tasks that are to be executed in 2008, preparing cost allocation calculations and determining the costs of tasks’ implementation. For each task financial and material effectiveness ratios were determined.

Repair plan for Żarów Municipality. The goal of implementing the Project was to improve the Municipality’s financial situation. The scope of works covered assumptions, recommendations and feasibility evaluation of defined repair tasks for the Municipality.

Restatements of reports on budget’s execution of Krakow’s Wrocław’s Municipalities, in compliance with the European Bank’s for Reconstruction and Development requirements. The Project was prepared to meet the Cities’ reporting requirements for European Bank for Reconstruction and Development. It included among others:. descriptions of the Cities’ financial situation, analysis of mid-term budget projections and calculation of selected financial ratios. All works assumed presenting the results in a layout and form consistent with EBRD’s requirements.

Update on budget prognosis of Olsztyn Municipality. The prognosis determines investment and credit capacity of Olsztyn Municipality, taking into consideration the possibility of implementation its Multiyear Investment Plan. The methodology of preparing the financial prognosis is based on separating the current budget from the capital budget, which is a key rule of evaluating municipality’s financial situation. In the applied approach data analysis and prognosis covers the Municipality’s budget, both understood as revenues – expenditures and inflows – outflows, which goes beyond the traditional concept of budget understanding. Such approach allows, however, for a full evaluation of municipality’s financial situation with respect to cash flow matters.

Analysis aiming at determining the course of operation of President of Stargard Szczecinski with regards to restructuring operations of Municipal Enterprise for Communal Economy Ltd. in Stargard Szczecinski. Scope of Works, defined by the Client covered: analysis of institutional situation of assets, analysis of significant legal aspects of the Company, analysis of the current situation and development perspectives of the Company, evaluation of fulfillment of obligations stemming from environmental protection requirements as well as analyzing the economic conditions of operating of various Company’s enterprises.

Framework financial projection of a newly-opened water-sewage Company in Otwock. The basic aim of the analysis was answering questions concerning the relevance of creating a water-sewage Company replacing existing budget enterprise OZWiK, the Company’s ability to implement the Project, its credit capacity, prices for services expected after the Project implementation and financial consequences for the municipality’s budget.

Appraisal of Z.U.H. Sosnowski company. The aim of the study was appraisal of the company, which presented forecasted development of the Company in the future and estimated in that context its present value for the current owner while taking into account Company’s current market position and financial results possible to achieve in the future.

Financial analysis of constructing water and sewage network for Technological Park in Bydgoszcz. The report displays the results of financial effectiveness calculation for an investment estimated at PLN 50m and indicates possible sources of financing the investment. Investment schedule was prepared, as well as income prognosis related to Park’s development and operational costs of its functioning. On the basis of prepared analysis it was determined that the investment under consideration does not fulfill criteria of a financially effective Project. Effectiveness simulations were presented, with regard to adopted versions of external financing.

Training on financial planning. The scope of training covered methodology of multiyear investment and financial planning, including guidelines for creating Multiyear Investment Plan, evaluation of investment tasks, creditworthiness analysis and investment capacities of Local Governments.

Developing the administrative potential of Kaliningrad. The scope of Works covered organizing a study tour to Poland for the representatives of Kaliningrad Local Governments and the Kaliningrad Ministry of Finance.
